The good news in amongst
all of this uncertainty is
that Fusion21’s renewed
Decarbonisation Framework is
now live, helping members to
deliver their zero-carbon goals,
reduce emissions and maximise
cost savings and social value.
Worth £1.5 billion over four
years, the Decarbonisation
Framework is built on a turnkey
model and provides access to a
network of quali昀椀ed suppliers, all
PAS2030:2023 compliant and
Trustmark accredited.
This comprehensive framework
supports the delivery of domestic
and non-domestic retro昀椀t
measures, providing a seamless,
cost-e昀昀ective path to achieving
zero-carbon targets while ensuring
quality and compliance at every
stage.
For members dealing with the
challenges of securing funding,
the framework o昀昀ers a way to
minimise the e昀昀ort required to 昀椀nd
the right suppliers.
“We have a compliant route
to market with an updated
speci昀椀cation to PAS 2030:2023
which came into force from
April 1st,” said Oliver. “This has
given us the chance to refresh
all supplier pricing so that it is
updated in line with the changes
in delivering retro昀椀t works.”
Two decarbonisation lots for
tailored public and domestic
solutions
The framework has two lots.
Lot 1 – Whole House
Decarbonisation covers fabric
measures within domestic
dwellings such as wall and
under-昀氀oor insulation, ventilation
systems, renewable energy
systems, and whole house
refurbishment works for both
internal and external components
like windows, doors, and roo昀椀ng.
Lot 2 – Decarbonisation
of Public and Educational
Buildings covers works and
services to non-domestic
buildings, including preconstruction activities and design
and planning. It supports Royal
Institute of British Architects
(RIBA) stages 0-7 and meets
PAS2038:2021 standards.
The framework provides
geographical coverage across the
UK down to a regional and local
level and, whether incorporated
into existing asset management
strategies or applied to complex
multi-measure schemes, it helps
members to develop their own net
zero roadmap.
At Fusion21, we have four
frameworks that support thermal
performance, building fabric,
heat and power, and building
management systems with our
Decarbonisation, Consultancy,
Heating Renewables and
Electricals, and Refurbishment,
Construction, New Build and
Modular Buildings frameworks
making up the o昀昀er.
Proven impact: £450 million
in energy e昀케ciency projects
To date, our Decarbonisation
Framework has generated £450
million of decarbonisation and
energy e昀케ciency works and
services, on behalf of members in
the housing, health, and education
sectors.
These works include

government-funded schemes
such as Local Authority
Delivery (LAD), Social Housing
Decarbonisation Funding (SHDF),
Home Upgrade Grant (HUG) and

The framework has been so
popular with both suppliers and
members that this renewed
iteration builds upon its strengths
rather than trying to overhaul
them. Other than updating it
to meet the requirements of
changing legislation and pricing,
the Decarbonisation Framework
remains the same as members
and suppliers will be used to.
Members and suppliers
can also access Fusion21’s
Decarbonisation in Focus forum,
which o昀昀ers a platform to discuss
decarbonisation projects, whilst
sharing experiences and insights.

Sustainable Building Services
(SBS), one of the UK’s leading
retro昀椀t principal contractors, has
expressed its delight upon being
appointed to the new framework.
Owner and Chair, Derek
