Government must radically change course:
Homeless link responds to the annual
homelessness statistics
On 27 November 2025,
the Ministry of Housing,
Communities and Local
Government released
its annual Statutory
Homelessness statistics for
England for 2024-25.
Key statistics include:
• On 31 March 2025, 130,890
households were in temporary
accommodation. This is an
increase of 11% from 31
March 2024. This includes
168,710 children, an 11%
increase since 31 March 2024.
• 330,410 households were
assessed as owed a duty to
prevent or relieve
homelessness in 2024-25, an
increase of 0.9% from
2023-24.
• 182,540 households were
found to be homeless and
owed a homelessness relief
duty, an increase of 1.4% from
2023-24.
• 147,870 households were
assessed as being threatened
with homelessness, and
therefore owed a prevention
duty, a 0.3% increase from
2023-24.
• There was a 13.1% rise in
households becoming
homeless after leaving
institutions such as hospital,
prison, or looked after child
placements, reaching 10,860
households.
• Households owed a
prevention duty due to being
required to leave
accommodation provided
by the Home Of昀椀ce as asylum
support also increased by
10.7% on 2023-24, to 3,820
households.
Rick Henderson, CEO at
Homeless Link, the membership
body for homelessness services,
said: “These huge 昀椀gures
remain an awful reminder of
the number of lives damaged
by homelessness year after
year, due to the policy failures
of successive governments
and government departments
working in silo. We must not
allow ourselves to become
numb to these 昀椀gures, instead
continuing to push for the
positive change we know is
possible.
“Yesterday’s Budget brought
several wins to prevent and
relieve homelessness. The
Chancellor scrapped the twochild bene昀椀t limit, remedied
a long-standing 昀氀aw in the
bene昀椀ts system which left
supported housing residents
昀椀nancially worse-off when they
started to work, and committed
to a review of homelessness
service funding.
“But we continue to call on
the Government to radically
change course to break the
cycle of homelessness. All arms
of government must be fully
accountable so that people do
not become homeless after
being asked to leave asylum
accommodation, discharged
from hospital or released from
prison. To prevent and end
homelessness, the upcoming
Strategy must deliver an
emergency response to the
immediate crisis, and an
ambitious, resourced plan to
transform homelessness support
within a decade.”
AMRC Cymru and Wrexham Leadership
Alliance forge new partnership
AMRC Cymru and Wrexham
Leadership Alliance have
forged an exciting new
partnership to drive
innovation and investment
across North Wales, signing
a strategic Memorandum
of Understanding (MoU)
to bolster the region’s
manufacturing economy.
By combining world-class
research and development
capabilities with local business
leadership, the partnership aims
to accelerate innovation and
skills development and secure
long-term growth for businesses
and communities based in the
region.
Crucially, this collaboration
aligns with the ambitions of
the Flintshire and Wrexham
Investment Zone — a £160m
government-backed initiative
designed to act as a lightning rod
for advanced manufacturing —
expected to attract a forecast of
£1 billion of private investment
and 6,000 new jobs to the region
over the next decade.
AMRC Cymru, based in
Broughton, is part of the
University of Shef昀椀eld Advanced
Manufacturing Research Centre
(AMRC) innovation cluster.
It fosters collaboration and
partnerships between industry,
academia and government to
deliver cutting-edge research,
development and innovation
– while driving forward
sustainable manufacturing
technologies for net zero,
creating the vital step-changes
needed in the low-carbon
transition.
Andy Silcox, interim chief
technology of昀椀cer for the AMRC,

be entering into this strategic
partnership with Wrexham
Leadership Alliance. Together,
this partnership is designed
to be a catalyst for a resilient,
inclusive and high-growth
industrial ecosystem.
“Working seamlessly with
the Flintshire and Wrexham

deploy our world-class research
and technology expertise to
unlock and sustain signi昀椀cant
growth opportunities for our
regional manufacturers. This will
help to position the area as a key
hub for advanced innovation and
prosperity.”
Wrexham Leadership Alliance
was formed over three years ago
and consists of a diverse and
in昀氀uential group of Wrexham-
based businesses, community
groups and organisations
who advocate for the many
businesses and communities
found in Wrexham County.
